Abstract
During the Ottoman conquest the territory of Transjordan was a neglected governorate mutasarrifiya under the Vilayet of Syria1 It consisted of the Ma’an and Houran sanjaqs The Ottoman rulers were never able to establish effective control in the area whose beduin inhabitants refused to pay taxes to the treasury and resisted military service in the Ottoman army
